<title><![CDATA[Yuan 'not cause of US woes': scholar]]></title>

BEIJING: A top government policy adviser has said the  of the Chinese  <a href="http://www.4unj.com/">wholesale NFL jerseys</a>  currency is not the reason for the US trade deficit, and that Washington should restructure its economy if it wants to improve its trade balance.
"The yuan's  is not the cause of the US deficit, which is actually caused by its defective economic structure," Xia Bin, economist and counselor of the State Council, told China Daily on Tuesday.
With the US economy still bogged down and unemployment remaining high, US industry and legislators are pressuring the Barack Obama administration to get tough with China.
On Monday, 130 US law makers sent a letter to Treasury Secretary Timothy Geithner and Commerce Secretary Gary Locke, demanding tough action against China for its "manipulation of currency".
A day earlier, Paul Krugman, a Nobel Prize winner in economics, also accused China of keeping the yuan's  artificially low to benefit its exports, although most Nobel laureates in economics, such as Robert Mundell, do not agree.
The US trade deficit is mainly a result of its  <a href="http://www.4unj.com/">cheap NFL jerseys</a>  low savings and high consumption rates, and the fact that its manufacturing capacity has mostly shifted overseas, such as China, said Xia, also director of the Financial Research Institute of the State Council's Development Research Center. 
"It has few products to export" and among the few it can sell overseas, it has blocked exports of high-tech products to China, he said.
In the 1980s, when the US ran a huge trade deficit with Japan, Washington forced the Asian power to drastically re the yen. But the US trade balance did not improve and "it is clear that a rising yuan will not help US exports", Xia said. 
Economists agree that the role of the currency is diminishing in a country's trade balance, he added.
Even if the yuan were red by 10 or 15 percent, "will the US current account deficit all of a sudden become positive? It simply isn't true," said Robert Pozen, senior lecturer at Harvard Business School. "It would help just a little
Xia also said that Beijing will not dump its holdings of US treasuries as a means to counterbalance pressure from Washington, because it would cause chaos in the global economy and the international markets.
"China is a responsible player," he said.
Responding to Krugman's proposal of imposing a surcharge of up to 25 percent on Chinese exports, Xia warned that it would only backfire by causing high inflation in the US.
Bi Jiyao, senior researcher at the National Development and Reform Commission, the top economic planning authority, said the US government will think twice when it comes to deciding whether to put China on the currency manipulators' list. 
"Doing that, as they can see clearly, is tantamount  <a href="http://www.4unj.com/">NFL jerseys</a>  to starting an all-round trade war," he said. "Is that what the Obama administration wants? I doubt it."
Analysts also said that Krugman's remarks combined with the move by US legislators reflect the country's strategy to fan up the issue of an "underd yuan" to increase exports.
Zhang Xiaojing, senior economist at the Chinese Academy of Social Sciences, said Krugman is trying to influence government policies by creating a myth that the renminbi is the root cause of global imbalances. 
"It is for the purpose of boosting their own economic growth that US politicians and academics collaborate with each other in spreading such messages around the world."
Bi added that "China must be on the alert against the influence of such lobbying forces".
If the Obama administration follows Krugman's advice (forcing Beijing to re its currency by naming China a currency manipulator and launching a trade war), the world economy would be much worse off, said Huang Yiping, a professor at Peking University, said.
"I am a strong advocate of greater exchange rate flexibility in China. But I am strongly opposed to finger-pointing and confrontation in dealing with exchange rate policy and global imbalances," Huang said.
Even as the US accuses China of manipulating its currency, its own role in  <a href="http://www.4unj.com/Miami_Dolphins_Jerseys.html">Miami Dolphins Jerseys</a>  monetary history has been cast into doubt, said Liam Halligan, UK-based economist and commentator, pointing out that the US has a history of currency manipulation. 
"The reality is that America's 'weak dollar' policy - its long-standing practice of allowing its currency to depreciate in order to lower the  of its foreign debt - amounts to the biggest currency manipulation in human history," he said on Saturday in the Daily Telegraph.

<title><![CDATA[Finding Puts Dog Origins in Mideast]]></title>

<description><![CDATA[&nbsp; Borrowing methods developed to study the genetics of human disease, researchers have concluded that dogs were probably first domesticated from wolves somewhere in the Middle East, in contrast to an earlier survey suggesting dogs originated in East Asia. This finding puts the first known domestication — that of dogs — in the same place as the domestication of plants and other animals, and strengthens the link between the first animal to enter human society and the subsequent invention of <b><a href="http://www.nflfansjersey.com/">nfl jerseys</a></b> agriculture about 10,000 years ago.A Middle Eastern origin for the dog also fits in better with the archaeological evidence, and has enabled geneticists to reconstruct the entire history of the dog, from the first association between wolves and hunter gatherers some 20,000 years ago to the creation by Victorian dog fanciers of many of today’s breeds.A research team led by Bridgett M. vonHoldt and Robert K. Wayne of the University of California, Los Angeles, has analyzed a large collection of wolf and dog genomes from around the world. Scanning for similar runs of DNA, the researchers found that the Middle East was where wolf and dog genomes were most similar, although there was another area of overlap between East Asian wolves and dogs. Wolves were probably first domesticated in the Middle East, but after dogs had spread to East Asia there was a crossbreeding that injected more wolf genes into the dog genome, the researchers conclude in Thursday’s issue of the journal Nature.The archaeological evidence supports this idea, since some of the earliest dog remains have been found in the Middle East, dating from 12,000 years ago. The only earlier doglike remains occur in Belgium, at a site 31,000 years old, and in western Russia from 15,000 years ago.Humans lived as roaming hunters and gatherers for most of their existence. Dr. Wayne believes that wolves began following hunter-gatherer bands to feed on the wounded prey, carcasses or other refuse. At some stage a group of wolves, who happened to be smaller and less threatening than most, developed a dependency on human groups, and may in return have provided a warning system.Several thousand years later, in the first settled communities that began to appear in the Middle East 15,000 years ago, people began intervening in the breeding patterns of their camp followers, turning them into the first proto-dogs. One of the features they selected was small size, continuing the downsizing of the wolf body plan. “I think a long history such as that would explain how a large carnivore, which can eat you, eventually became stably incorporated in human society,” Dr. Wayne said.The wolf DNA in the study was collected over many years by Dr. Wayne from wolf packs around the world. A colleague, Elaine Ostrander, gathered much of the dog DNA by persuading owners at dog shows to let her take a scraping of cells from inside the cheek. The dog genome has been decoded twice: scientists at the Broad Institute in Cambridge, Mass., have sequenced the boxer’s genome, and Craig Venter, a pioneer of DNA sequencing, has decoded his poodle’s genome.With these two genomes in hand, the Broad Institute designed a dog SNP chip, similar to those used to scan the human for genetic disease. SNPs, or “snips,” are sites of common variation along the DNA. The dog SNP chip brought to light the close relationship between dogs and wolves in the Middle East and also the genetic relationship between various breeds.Dr. Wayne was surprised to find that all the herding dogs grouped together, as did all the sight hounds and the scent hounds, making a perfect match between dogs’ various s and the branches on the genetic tree. “I thought there would be many ways to build a herding dog and that they’d come from all over the tree, but there are not,” Dr. Wayne said.His team has also used the dog SNP chip to scan for genes that show signatures of selection. One such favored dog gene has a human counterpart that has been implicated in Williams syndrome, where it causes exceptional gregariousness. Another two selected genes are involved in memory. Dogs, unlike wolves, are adept at taking cues from human body language, and the two genes could have something to do with this faculty, Dr. Wayne said.An earlier survey of dog origins, based on a small genetic element known as mitochondrial DNA, concluded that dogs had been domesticated, probably just once, in East Asia. The author of the survey, Peter Savolainen of the Royal Institute of Technology in Stockholm, said he was not convinced by the new report for several reasons, including that it did not sample dogs in East Asia from south of the Yangtze, the region where the diversity of mitochondrial DNA is highest. Also archaeologists in China have been less interested in distinguishing dog and wolf remains, he said.Two other experts on dog genetics, Carlos Driscoll and Stephen O’Brien, of the National Cancer Institute, said they believed that Dr. Wayne’s team had made a convincing case. “I think they have nailed the locale of dog domestication to the Middle East,” Dr. O’Brien said in an e-mail message from Siberia, where he is attending a tiger management workshop.Dog domestication and human settlement occurred at the same time, <a href="http://www.nflfansjersey.com/Joe_Namath_Jerseys.html">Joe Namath Jerse</a> some 15,000 years ago, raising the possibility that dogs may have had a complex impact on the structure of human society. <title><![CDATA[Iraq Sees Hints of Change as Voting Fog Dissipates]]></title>

<description><![CDATA[&nbsp; Partial election results released Monday suggested a sharp and divisive shift in power in Iraq, with a secular candidate challenging Prime Minister Nuri Kamal al-Maliki and old alliances fracturing against a surge of dissident movements. The results were not yet conclusive, and given the complicated formula for allotting seats, the relative strengths of the major coalitions could change. But an updated tally of last week’s parliamentary voting suggested a new equation of <b><a href="http://www.nikestarsonsale.com">nba jerseys</a></b> leadership that hewed to an older arithmetic.Traditional Kurdish and Shiite Arab alliances were confronted with movements that contested their claims to leadership, in particular the followers of the radical cleric Moktada al-Sadr, who fought the Americans twice in 2004. Sunni Arab voters were newly emboldened in an election in which they forcefully took part under the banner of a secular alliance.But in many ways, the vote solidified ethnic and sectarian divisions unleashed by the American-led invasion in 2003. Despite a conscious effort by most parties to appeal to nationalist sentiments, people still voted along the lines of identity. Those demarcations of Sunni Arab, Shiite Arab or Kurd have bedeviled attempts to solve the country’s most pressing issues, including borders disputed between Arabs and Kurds and the power of the federal government in a country still haunted by decades of dictatorship.“Before the election, we hoped that we would cross the sectarian lines,” said Sami al-Askari, an ally of Mr. Maliki and a candidate in Baghdad. “Personally, I’m disappointed. As a nation, as a people, we haven’t crossed that line yet, and I’m sorry to say that.”The tally released Monday represented about two-thirds of the votes cast in the March 7 election for a 325-member Parliament. The process has proved chaotic so far, with accusations of fraud by leading parties, divisions among highly politicized electoral officials and chaos in disclosing the results, which had been expected last week.On Monday night, pandemonium erupted again, as officials repeatedly delayed the release of the partial count, then closed their offices before the complete tally was made public.Western officials have acknowledged the partisan disputes inside the election headquarters, but played down irregularities that might deprive the election of legitimacy.“We haven’t seen a single piece of evidence of widespread fraud,” said one official, speaking anonymously because of the delicacy of the issue.In the broadest strokes, the results confirmed some expectations before the election, a milestone in American plans to withdraw all but 50,000 troops by August. Mr. Maliki was winning significantly in six of Iraq’s nine southern provinces, <a href="http://www.nikestarsonsale.com/Steve-Nash.html">Steve Nash</a> populated by the country’s Shiite majority. The coalition led by Ayad Allawi, a secular Shiite and former prime minister who has emerged as a default leader for Sunnis, scored gains in Iraq’s Sunni provinces, sometimes overwhelmingly.Baghdad, with 70 seats in Parliament, emerged as a crucial test. Mr. Maliki was winning a plurality, though Mr. Allawi’s slate was running a relatively close second.“The decisive region is Baghdad,” said Mr. Askari, the candidate allied with Mr. Maliki.Many expected Mr. Maliki to win a plurality, as his party did in last year’s provincial elections. For the prime minister, though, any margin of victory will prove crucial in giving him a mandate to lead negotiations with rival coalitions, whose leaders include some who fear Mr. Maliki’s authoritarian tendencies or dislike him personally. Mr. Sadr’s followers, for instance, vehemently oppose his return.“It looked like he would come first, it still does, but maybe not with a big enough lead to guarantee the prime ministership,” said a Western diplomat who was not authorized to speak on the record.Western officials described Mr. Allawi’s race with Mr. Maliki as “neck and neck.” The returns suggest a striking comeback for Mr. Allawi, a figure seen in political circles as high-handed and aloof. As a member of Parliament, he seldom, if ever, showed up for a session.Many have read his strong showing as a victory for a cross-sectarian alliance that hewed to a nationalist line. But the results released on Monday show that his coalition had only moderate gains in the Shiite south, scoring a distant third in most provinces there. That has made for one of the election’s greatest paradoxes: a secular Shiite heading the Sunni bloc in Parliament.It also points to the greatest difficulty Mr. Allawi will face: balancing the demands of his new constituency with the necessities of forging an alliance to lead the government. Those two parties found themselves on unfamiliar ground. They have been disappointed with their tally so far in Kirkuk, a city contested by Turkmens, Arabs and Kurds, where they had expected to win as many as two-thirds of the seats. With 60 percent of the vote counted, their alliance lagged behind Mr. Allawi’s coalition of Arabs and Turkmens.The Kurdish alliance also faced a challenge to its leadership from Kurds themselves.The party of President Jalal Talabani, one of the two most prominent Kurdish leaders and a veteran of Iraqi politics, was outpolled in his home province by the combined votes of an Islamist party and a third Kurdish group, Gorran, or Change, a renegade faction of his own movement.“This is a great achievement — the Kurdistan alliance against a movement that’s less than a year old,” said Dana Ahmed Majid, a spokesman for Gorran.A major realignment was also under way within the Shiite alliance that represented Mr. Maliki’s biggest challenge in the south. Former exiles who played a dominant role in Shiite politics since 2003 lagged behind candidates of Mr. Sadr in Baghdad and several provinces. Candidates and other politicians say Mr. Sadr’s followers may have even won a majority of the alliance’s votes, making them second only to Mr. Maliki as a Shiite force.Rivals question the movement’s maturity. Mr. Sadr remains in exile in Iran.
